The City Council’s Redevelopment Subcommittee will hold its next workshop on Monday, June 14, at John Swett Elementary School at 7:00 p.m. “The purpose of this workshop is to provide the public with information about the redevelopment process and have an opportunity to prioritize potential redevelopment projects,” said Deputy Clerk Mercy Cabral. John Swett Elementary is located at 4955 Alhambra Valley Road.

City contracts study for RDA, Zocchi property

A $45,000 check will soon be in the mail to Seifel Consulting after the City Council approved a contract with the company to create another feasibility study of a Martinez Redevelopment Agency.

The contract also directs Seifel to update its 2006 report on blight findings and tax allocation methodology. 

At the July 5, 2006 Council meeting, Libby Seifel of Seifel Consulting presented the findings of its first Redevelopment Financial Feasibility Study, commissioned by the City for roughly $10,000. more...

Facing a rancorous audience of residents largely opposing a Martinez Redevelopment Agency, Council members Lara DeLaney and Mark Ross attempted to shift the focus of Tuesday evening’s Redevelopment Subcommittee meeting from probing questions about tax-increment financing to wish-list spending.

Evoking the image of a parent endeavoring to quiet a squalling child by introducing a shiny new toy, DeLaney urged the audience to “get to the exercise at hand,” and vote on how they would like the RDA monies to be spent, not waste time debating the merits or failings of RDAs in general.more...

A reminder that the Council’s Redevelopment Subcommittee, comprised of members Lara DeLaney and Mark Ross, is holding a public meeting starting 6 p.m. to discuss the City’s efforts to establish a Redevelopment Agency. Tonight’s meeting is being held at the I.B.E.W. Local #302 headquarters, 1875 Arnold Drive in Martinez.

Full house expected for RDA meeting Tuesday

Prior to authorizing staff to draft an ordinance creating a Martinez Redevelopment Agency at next week’s Council meeting, two Council members are hosting a Redevelopment Council Subcommittee meeting on Tuesday evening.  

The I.B.E.W.#302 union headquarters on Arnold Drive is the venue for the 6 p.m. meeting.

Council member Mark Ross said Friday the City decided to hold the meeting at that location to make it more accessible to residents in the southern and eastern sections of Martinez.more...

Court date set for Berrellesa Palms

An April court date has been set in the legal battle between a group of Downtown residents and the developers of a housing development known as Berrellesa Palms.

The City and the Dunivan Trust, in addition to developer Resources for Community Development (RCD), were also named in the suit filed by the Martinez Fair and Responsible Growth Coalition in an effort to block the project’s planned Spring 2010 construction start.more...

URM consultant has Redevelopment roots

Conference lays out pitfalls of Redevelopment Agencies

Chris Norby is a man on a mission.

Prior to being elected to his current position on the Board of Supervisors of Orange County, Norby served as a Fullerton, City Council member from 1984 to 2002.

When he joined the Fullerton Council in 1984, he also became a member of the Fullerton Redevelopment Agency (RDA) and witnessed first hand the copious negative impacts of that city’s RDA, he said. Over time, Norby came to view RDAs as nothing more than elaborate Ponzi schemes, and one of the key reasons California is currently in such bad financial shape.more...

Berkeley-based non-profit development company specializes in affordable housing projects. RCD is currently proposing a 49-unit complex in downtown Martinez.

Plans for a 49-unit housing development designed for seniors were unveiled this week during an informational session by the developer, Resources for Community Development (RCD), a Berkeley-based non-profit “dedicated to creating and preserving affordable housing for people with the fewest options in Northern California,” according to company literature.more...
