FBI, IRS raid Seeno office
Martinez Seeno housing developments include Chateau Ridge near Hidden Lakes Park.
Two Concord offices of the Seeno family of developers were searched and shuttered by agents of the Federal Bureau of Investigation, the Internal Revenue Service’s criminal investigation division and the Secret Service early Thursday.
The agents executed sealed warrants, said Arlette Lee, information officer for the IRS. “I don’t have any other information,” she said.
Secret Service Agent Charles White confirmed that the FBI was leading the investigation. “We in the Secret Service work with other agencies on financial kinds of investigations,” he said.more...

Water board to discuss mothball fleet
The “Mothball Fleet” is in the news, and on a government agency agenda, once again.
The San Francisco Bay Region of the California Regional Water Quality Control Board will have an opportunity Feb. 10 to discuss the lawsuit between Arc Ecology and the U.S. Maritime Administration about maintaining the Reserve Fleet in Suisun Bay.
The suit is one of several items the board has put on the closed session portion of its agenda.more...

Maintenance of mothball fleet unlawful, judge rules
The way the U.S. Maritime Administration and U.S. Department of Transportation maintain the Reserve Fleet ships in Suisun Bay violates hazardous waste laws, U.S. district court Judge Garland Burrell has ruled.
Burrell’s decision, released Thursday, agreed with the Natural Resources Defense Council and California Regional Water Quality Control Board’s San Francisco Bay Region, which filed the suit Oct. 29, 2007.more...

Cooked food is trans-fat free in California
As of New Year’s Day, California restaurateurs can no longer serve food cooked in trans fat.
Trans fat, or unsaturated fat with trans-isomer fatty acid(s), raises the low-density lipoprotein cholesterol, or LDL — the so-called “bad” cholesterol — and lowers the high-density lipoprotein cholesterol, or HDL — the “good” cholesterol — in a person’s body, according to information from the Mayo Clinic. Air District investigates Valero emission
A three-hour flaring at Valero’s Benicia Refinery last week that released 821 pounds of gas into the atmosphere is being analyzed by the Bay Area Air Quality Management District, said Kristine Roselius, the district’s supervising public information officer, on Tuesday.
Roselius said the board should complete its analysis of last Thursday’s release — which included sulfur dioxide — in about 30 days. She said the incident didn’t harm air quality in the surrounding area.more...

Police probe rash of debit card frauds
Benicia, Martinez MPD investigating. Victims aren’t missing their ATM cards, but suspects are using cloned cards to withdraw funds from ATMs at 7-11 stores in different towns in the area.
Benicia police detectives said thieves had illegally obtained debit card information and have used it to steal up to $8,000 from local residents’ bank accounts. At least 15 cases have been reported, Lt. Mike Daley said Friday.
“Someone has fraudulently obtained debit card information and PIN numbers for withdrawals in Martinez, Benicia and the American Canyon area,” Daley said.
Victims of this fraud are apparently not missing their cards, raising the possibility that the perpetrators are somehow using duplicate cards.more...

Two Benicia girls arrested after video of assault on schoolmate was posted on YouTube
Two Benicia Middle School girls, 12 and 14, were arrested last Sunday and booked into Solano County Juvenile Hall after allegedly beating a 13-year-old schoolmate and posting the filmed assault on YouTube. The two have been charged with felony assault.
The video, recorded on a cell phone, has been deleted from the Web site, Lt. Mike Daley of the Benicia Police Department said.more...

Remnant of typhoon to hit Bay Area today

Free burlap bags are available at the Martinez Police Department headquarters at City Hall, and free sand is stockpiled for residents at Rankin Pool at 100 Buckley Street, Highlands Avenue Park on Merrithew Drive, the Kiwanis Building at 750 Allen Street, the west end of F Street (to the rear of the high school) and at Nancy Boyd Park at 100 Church Street.

Gale-force winds and heavy rains from the remains of Typhoon Melor may plow through Martinez today, bringing the threats of power blackouts, tough driving conditions and rough waters.
“We’re anticipating a big storm, and we’ll see some outages,” said Katie Romans, spokewoman for PG&E. “We anticipate system-wide impact from the storm.”
Crews will restore power first to emergency sites, such as hospitals, and other public facilities, she said.more...

Accident at Valero refinery
Woman airlifted to hospital after falling into empty water filtration tank.
Benicia — Reminiscent of the case of Bill Maddock, the Shell employee whose body was found in early May floating in a water tank at the refinery, a worker at the Valero refinery in Benicia fell while cleaning a water filtration tank Monday, causing her to lose consciousness and sustain injuries to her head, legs and lower back, according to officials from Valero and the Benicia Fire Department.more...

Two from 'Most Wanted' nabbed in Vallejo
SUNDAY — members of a joint SWAT team comprised of officers from the Benicia and Vallejo police departments arrested a fugitive from a North Carolina jail and the guard who allegedly helped him escape.
Police arrested Jeffrey Miles, 26, and former jail guard Anita Vestal, 32, in Vallejo around 9 p.m., Vallejo police said.

Teacher accused of murder stands trial
The trial of a former Benicia High School assistant football coach accused of murdering his friend in Walnut Creek in 2007 is nearing completion.
On Wednesday, Jonathan Marvin’s public defender and the deputy district attorney prosecuting the case questioned law enforcement officials who had come in contact with the defendant since his arrest shortly after the shooting.
The attorneys also examined and cross-examined people who knew Marvin before the incident.more...

Foul water in Solano caused by 'pond scum'
Origin of the unprecedented concentration of blue-green alge in the Cordelia Forebay is still unknown.
Laboratory tests confirmed last week that the unusual smell and taste of water coming out of faucets in Solano and Napa counties was caused by blue-green algae, also known as cyanobacteria — or simply “pond scum.”
Solano County Water Agency General Manager David Okita said test results received by the agency showed that geosmin — a product of algal metabolism — caused the water to smell, and taste, bad.more...
